In layman's terms, indexing a website implies that it is included in the Google index. That is, it will be in your catalog and will display as a SERP result when a user searches. Simply said, if your page is not indexed, it will not appear in search results, no matter how hard you try.

So, after Google learns about your website and adds it to its index, complete with all of its pages and information, you can claim that your page is indexed.
